The bill will mandate that all new building construction and renovations in the County be fully electrified by 2024, using no fossil fuels.

Montgomery County Executive Elrich and County Councilmember Riemer Partner to Detail ‘Comprehensive Building Decarbonization’ Legislation on Monday, June 13
Montgomery County Executive Marc Elrich and County Councilmember Hans Riemer will provide details on proposed “Comprehensive Building Decarbonization” legislation at noon on Monday, June 13, at an event in Silver Spring. Bill 13-22, to be introduced before the Council on June 14, will require all-electric building standards for new construction, major renovations and additions by Jan. 1, 2024. The law would apply to residential and commercial construction.
The legislation will ensure that all-electric building standards become part of the County’s building code, guaranteeing new buildings will be primed for a zero-greenhouse gas (GHG) emissions future.
The announcement will be made at the future site of the Hillandale Gateway, an all-electric, mixed-use development envisioned in Eastern Montgomery County that is the cornerstone of the White Oak Science Gateway Master Plan.
The Hillandale Gateway buildings are being designed to Passive House standards with high-performance elements that are extremely energy efficient while also creating comfortable and safe indoor environments. The project development team consists of the Housing Opportunities Commission of Montgomery County and The Duffie Companies/PS Ventures.

Directions: The event will be held in the parking lot behind the Hillandale Gateway construction site. Heading north on New Hampshire Avenue, make a left turn at Powder Mill Road. Continue through the traffic circle, taking the 11 o’clock exit. Turn left, then turn right, to take the road passing the construction site. The road will lead to the parking lot where the event will be held. The event is also accessible via RideOn (Routes 10, 20 and 24) and WMATA MetroBus (Routes K6, K9 and C8).
