Maryland Candidates' RENEW Pledge

What is the RENEW Pledge?

The RENEW Act is Maryland’s climate superfund bill. It acknowledges that the largest, most polluting fossil fuel companies in the world have turned the global atmosphere into a de facto superfund site by burning fossil fuels and deceiving the public for decades. Thanks to the work of Delegate David Fraser-Hidalgo (District 15- Montgomery County), Senator Katie Fry-Hester (District 9- Howard and Montgomery Counties),  Delegate Adrian Boafo (District 23- Prince George’s County), and members of the Maryland General Assembly, Maryland’s bill to quantify the cost of climate change in state passed in 2025. Now the Comptroller’s Office is working on a comprehensive study to determine how much climate impacts are costing the state. 

In 2027, CCAN Action Fund and coalition partners will work to pass the RENEW Act Implementation bill to ensure that polluters will cover some of these costs that Maryland has identified for necessary climate change adaptation. These funds, once collected, will be directed to a special fund and dispersed for projects around the state.

THEREFORE, BE IT RESOLVED that the undersigned supports the Responding to Emergency Needs from Extreme Weather (RENEW) Act which will:

–Invest billions of dollars into preparing for and recovering from extreme weather events in Maryland and into making sure Marylanders have the health care coverage they need, especially to survive climate caused illness

–Prioritize under-served communities and those communities which are overburdened by infrastructure vulnerabilities to extreme weather

– Take the burden of paying for adaptation costs off of Maryland taxpayers and place that burden on a small number of the world’s largest oil, coal, and gas companies, none of which are based in Maryland
